Agency Self-Report Cards as of December 2015

For some reason, the Oregon Transparency website presents all the agency performance reports (where each agency grades itself on how well they are accomplishing the agency goals) in alphabetical order, rather than by program area (human services, public safety, natural resources and environmental protection, etc.). This makes it difficult to make sense of the reports. Worse yet, the reports are pdfs, so that the citizen trying to compare agency measures and accomplishments or spending is stymied. The performance data is all in digital form within state government, but is then converted to paper (pdfs) so that it is impossible to contrast and compare agencies very easily.

Note the absence of any Transparency Oregon performance report.

What Oregon Transparency says about these reports:
 
Oregon adopted a multi-level approach to measuring the performance and outcomes of state government. The Legislative Fiscal Office and the Budget and Management Division of the Department of Administrative Services adopted a set of criteria that agencies must meet when developing measures. Performance Measures must:

  • Gauge progress toward agency’s goals and mission,
  • Use standard terminology and definitions,
  • Be few in number,
  • Identify performance targets to be achieved during the two year budget cycle,
  • Use accurate and reliable data sources,
  • Measure customer satisfaction,
  • Assign an organizational unit responsible for achieving the target, and,

Address comparable information, where possible.
During the budget deliberation process of each legislative session, the Legislature will approve, disapprove, or change/update each agency’s proposed biennial performance measures.

Annual Performance Progress Report (APPR): Each fiscal year agencies also submit an Annual Performance Progress Report (APPR) to the Legislative Fiscal Office.  The reports provide detailed analysis of the agency Key Performance Measures. The analysis includes the following for each Key Performance Measure:

  • Agency Strategy
  • About the Targets
  • How We are Doing
  • How We Compare
  • Factors Affecting the Results
  • What Needs to Be Done
  • About the Data
